The NEBOSH National General Certificate is a qualification designed to help those with health and safety responsibilities (eg. managers, supervisors and employee representatives) to discharge more effectively their organisational duties and functions. The NEBOSH National General Certificate is not a qualification for health and safety specialists, who should seek to obtain a professional qualification such as the NVQ in Occupational Safety & Health.

The NEBOSH International General Certificate serves the needs of managers, supervisors, worker representatives and others who require a knowledge and understanding of health and safety principles and practices. It will appeal mostly to employees of large organisations operating outside the UK, or of multinational companies already working to international standards but needing to adapt these to accord with local needs and practices. The syllabus covers International, technical and other standards, such as OHSAS 18000 and ILO Codes of Practice.
