Oil storage terminals - safety alert
HSE wishes to draw to the attention of companies operating oil storage facilities an investigative report into an incident in Belgium in which a major oil release occurred on 25th October 2005. Nearly 37,000m of crude oil was released, filling the bunded area to a depth of 1m.
Investigators established the cause of the failure to be an accumulation of stagnant water gathering in a gutter causing corrosion which reduced the thickness of the bottom plates of the tanks in the area.
A number of recommendations are put forward to help others avoid a similar problem.
