Explosion followed hot work at landfill site
Bradford Council has been fined after breaching the Health and Safety at Work etc Act 1974 in the circumstances of an accident on its property in which a welder sustained burns during work in September 2005.
The contracted worker had ignited gas, mainly methane given off at the Council's Manywells coup in Cullingworth as he worked to secure manhole covers from possible theft by trespassers.
Bradford Magistrates fined the authority £13,300, it had acted to prevent danger to trespassers but had neglected to consider the risk posed by hot work in the presence of a highly explosive gas.
