Building Changes
If the internal layout of a building is changed, do these changes have
to be notified to either the fire services ( fire certificate ) and or
insurance companies.

Hi there,
It would be advisable to carry out a new fire risk assesment of the area, these will shortly be replacing the fire certificate, things to consider would be fire alarm sounders, detection and fire fighting equipment, signage, escapes etc.
Usually unless any structural works have taken place you wouldn't need to inform the insurance company, unless you were having a change of use, i.e an office area becoming a canteen.
